POSITION INFORMATION

Role Summary This position owns and manages the Alaska Airlines' Minimum Equipment List (MEL) and Configurations Deviations List (CDL) manual(s) and associated revision processes in coordination with each Fleet organization. The MEL program is allowed under an Operation Specifications (OpSpecs) and is under continual oversight and scrutiny by the Federal Aviation Association (FAA) Certification Management Office (CMO). Maintaining this privilege is a vital part of our operation, so this role is key to keeping Alaska's fleet moving and compliant, as specific inoperable equipment deferrals are allowable during the operational day. This position reports to the Director, Flight Standards.

Scope & Complexity

  • This individual contributor program manager manages MEL/CDL standardization and manages the related manual content revisions for all fleets. The role will lead a cross divisional MEL team ensuring standardization companywide, and is the liaison with Federal Aviation Association and other industry organizations as the company representative.

Key Duties

  • Leads a multidivisional MEL team consisting of members from Flight Operations, Maintenance Control, Dispatch, Line Maintenance, Inflight, Engineering, Stations, and Technical Publications.

  • The team proposes MEL content changes brought by members, and discusses/agrees changes proposed by others.

  • Maintains electronic files of new, revised, approved, and discussion items in a format accessible to the entire team.

  • Reviews newly issued FAA master MELs in concert with relevant MEL team members to identify changes.

  • Communicates significant MEL program changes to all stakeholders.

  • Communicates and negotiates with the FAA CMO inspectors on MEL related matters.

  • Schedules and tracks time-limited changes per the Federal Aviation Regulations (FARs), 8900.1, the FAA Orders, Airworthiness Directives, etc.

  • Works with the manufacturers and Supplementary Type Certificate (STC) holders on new aircraft MELs in the Manufacturer/FAA-Aircraft Evaluation Group (AEG) process, on correction and improvement of other department's deviation guides.

  • Serves as the Alaska Airlines representative to the Airlines for America (A4A)s Master MEL Industry Group (MMELIG) in its quarterly meetings hosted at fellow airlines.

  • Administrates the Non-Essential Furnishings (NEF) Program, a sub-part of the MEL Process.

  • Compiles and submits the quarterly NEF required reports to the CMO.

  • Administrates the CDL published as part of the MEL manual, in concert with MEL Team.

  • Continuously looks for methods to improve the MEL process and to provide an agile program.

  • Performs additional duties as assigned in support of standardization across the fleets.

Job-Specific Skills and Education Required

  • A minimum 5 years of Airline Flight Operations/Technical experience, preferably with experience managing or using the MEL from a flight operations, maintenance or flight crewmember perspective.

  • Ability to communicate clearly and concisely, both verbally and in writing.

  • Ability to produce, collect, and track edits to large documents electronically using Office, SharePoint, One Note, Adobe, and similar applications.

  • Strong negotiation skills with the ability to communicate accurately.

  • Highly organized and detail-oriented, with strong project management skills.

  • Able to make sound decisions in a deadline-driven environment.

  • Demonstrated reliability, flexibility, and adaptability as a team leader.

  • General familiarization with the daily flow of the airline operation.

  • MEL and CDL knowledge of Alaska fleets.

  • Knowledge of FARs Parts 25, 36, 91 and 121.

  • High school diploma or equivalent

  • Minimum age of 18.

  • Must be authorized to work in the U.S.

Preferred

  • A Bachelor of Science in Engineering, Aeronautics, or other related field.

  • Familiar with the systems and maintenance of one or more models of aircraft that Alaska Airlines flies

  • Familiar with flight operations procedures

  • Familiar with the manufacturer and industry MEL processes

  • Knowledge of all the relevant FARs, Op Specs, Policy Letters, and Orders which define compliance.

  • Knowledge of all programs affected by the MEL (i.e. TRAX, MEL Update, Smart for Aviation, et al).
